July was a very busy month as more employers joined VetJobs, traffic increased significantly, VetJobs exhibited at the VFW 113th National Convention and launched an initiative to help veterans find work in Alberta, Canada!

The effort by VetJobs and the VFW to find quality jobs in Alberta is reaping many dividends. The Canadians are willing to move people to Alberta (excellent housing, cost of living and schools) for those who want to work as expatriates. Veterans and other Americans wanting to go to Alberta can also work as contractors - commuting back and forth.

An aspect of these jobs that I particularly like is those who go to Alberta and learn skills by working in the Canadian oil fields will be more likely to be hired when the US finally decides to develop its oilfields. The Green River oil reserves in CO, UT & WY have more proven reserves then all the known reserves worldwide, yet the government will not let companies develop the fields! The result is America is importing refined gasoline. Think about that. There is a 200 year supply of oil readily available in the Green River fields and the administration will not let us develop it. When the United States is able to develop its energy potential, I want our veterans to be at the forefront of those qualified to get the best jobs! Alberta can be a great training ground for them.

* * * * * * * * * * * * * * Following the VFW Convention, my wife and I and drove around Eastern Nevada and visited the Arches National Park and Bryce Canyon National Park in Utah. While driving through Elko, NV, I was surprised to see help wanted signs everywhere. It seems that Eastern NV has a severe labor shortage, mainly because the mining industry is exploding in the area. As I talked with some of the employers, they noted they are having great difficulties finding heavy equipment operators, welders, electricians and other trade skills candidates. Due to a shortage of housing with the influx of workers, we had to drive fifty miles east of Elko to find a vacant hotel room. The workers are living in hotels in the Elko area.

I find it amazing that when there are eighteen million unemployed people in America there are sections of the country that have such severe labor shortages. There are many reasons for this.

* * * * * * * * * * * * * * While there are no federal holidays this month, we do celebrate the birthday of the US Coast Guard. The United States Coast Guard (USCG), one of Americas five armed services, is a unique agency of the federal government. USCG traces its history back to August 4, 1790, when the first Congress authorized the construction of ten vessels to enforce tariff and trade laws and to prevent smuggling. Known variously through the nineteenth and early twentieth centuries as the Revenue Marine and the Revenue Cutter Service, USCG expanded in size and responsibilities as the nation grew. Until the Navy Department was established in 1798, USCG served as the nations only armed force afloat. USCG continues to protect the nation and has served proudly in every one of the nations conflicts. With the continued threats facing the United States, the Coast Guard plays a vital role in the defense of our country both at home and overseas. If you meet a member of the Coast Guard this month, tell th em Happy Birthday!

Today we celebrate Air Force Day, which was established on August 1, 1947 by President Truman in recognition of the personnel of the victorious Army Air Forces and all those who have developed and maintained our nations air strength. August 1 was chosen to mark the 40th anniversary of the establishment, in 1907, of the Aeronautical Division in the Office of the Chief Signal Officer of the Army. Be sure to thank our friends in the United States Air Force!

August 14 is National Navajo Code Talkers Day. Three years ago at the VFW National Convention in Phoenix, AZ, several of the surviving Navajo Code Talkers attended. It was an honor to be in the presence of these patriots and hear their stories. For more information visit www.navajocodetalkers.org.

August 16 is National Airborne Day.

* * * * * * * * * * * * * * On the economic front things are still not getting better. In fact, many economists are concerned we are going back into or are in another recession.

>From Forbes Magazine noted economist Gary Shilling says if the U.S. economy isnt already in a recession, it is getting very close. He goes on to say it is his view that our nervous markets are anticipating a global recession.

Here are some facts that are raising concerns.

The second quarter growth came in at 1.5%, down from 2.0% in the first quarter (originally reported as 1.2%, but revised upwards by the government to 2.0%) and 4.1% in the fourth quarter of 2011. This is not a good trend line and reinforces that the governments efforts and stimulus packages are not working. Just as an individual cannot get better financially by borrowing beyond their means, governments cannot improve an economy by taking on excessive debt.

Growth since the recession officially ended in June 2009 has been slightly less than previous estimates. That's a reminder of how weak the recovery has been. Updated government estimates from January 2009 through December 2011 show that the downturn remains by far the worst recession since the Great Depression. The government reports that the economy grew at an average annual rate of 0.3% from 2008 through 2011. That's down from an earlier estimate of 0.4%.

The 1.5% growth number should put to rest concerns the Federal Reserve will feel compelled to stimulate the economy via another round of quantitative easing (QE), which are bond purchases by the central bank that pump liquidity into the economy to theoretically spur recovery and job creation. The past QEs have not met expectations. Critics of QEs say the use of QE is printing money out of thin air which plants the seeds for inflation.

The United States Chamber of Commerce released findings from the Q2 Small Business Outlook Survey which reports the vast majority of small businesses believe the economy is off track and most small businesses don't expect to hire additional employees in 2013. 72% say the health care law will make it more difficult for them to hire new employees. This is particularly bad news as small businesses are the engine that creates most new employment!

Many press reports talk about how trillions of dollars are sitting on the sidelines not being invested by corporations. They are not willing to commit due to the uncertainty caused by the countrys excessive debt and the healthcare bill. So let us look at some current indicators:

On the positive side -U.S. factory orders rose 0.7% in May from April, topping estimates of a 0.2% increase. -The number of planned job cuts by U.S. firms fell to 37,551 in June, which represents a 39% drop from May, according to a report by Challenger, Gray & Christmas. -The Chicago Purchasing Managers Index (PMI) rose to 53.7% in July from 52.9% in June, breaking a run of three straight drops as order backlogs improved -The Conference Boards gauge of consumer confidence rose to 65.9 in July from 62.7 in June, better than the 61.5 economists expected. -Personal income rose 0.5% in June from May, according to the Commerce Department, a bigger increase than the 0.4% economists expected.

On the negative side -The Institute for Supply Management's Gauge of service-sector activity fell to 52.1 in June, the lowest level since January 2010, from 53.7 in May. Economists were expecting a reading of 53. -Consumer spending in June was unchanged on a month-to-month basis, compared to forecasts of a plus 0.1% increase. -Contracts for pending sales of previously-owned homes fell 1.4% in June from May, according to the National Association of Realtors. Sales were expected to rise 0.2%. -Orders for long-lasting goods rose 1.6% in June from May, topping estimates of a 0.4% increase. But excluding the transportation segment, orders were down 1.1% from May, the biggest decline since January. -Sales of new U.S. single-family homes fell 8.4% in June from May, the biggest decline since February 2011, to a 350,000-unit annualized rate. The results came in below estimates of a 370,000-unit pace and marked the lowest rate since January 2012

None of this information can be interpreted as an improving economy. The United States economy is definitely continuing in the doldrums and may be going back into recession. The bottom line is when you have GDP growth so sluggish it is hard to have a vigorous employment recovery.

3. Many Retirees to Receive Increase in Tricare Prime Enrollment Fees

TRICARE Management Activity (TMA) announced that annual enrollment fees for military retirees participating in TRICARE Prime will increase effective October 1, 2012. Last year's fee increases varied based on enrollment date, but the new annual fees will rise to $269.28 for all individual enrollees and to $538.56 for families, aligning the fee structure for all beneficiaries. Medically-retired uniformed service members and their dependents, as well as survivors of active duty deceased sponsors, are exempt from these increases.

The fee hikes are the result of 2011 legislation that restricted TRICARE increases to retirees' 2012 cost-of-living adjustment (COLA). Despite these increases, the DOD calls for additional Prime fee hikes for military retirees and new enrollment fees for TRICARE Standard, Extra and TRICARE-for-Life beneficiaries in 2013 all pegged to future health care inflation. The House and Senate Armed Services Committees have rejected these proposals however the full Senate has not yet finalized its 2013 Defense Authorization Bill.

4. VFW Elects New Officers

The 113th VFW National Convention closed with the election of John E. Hamilton of St. Augustine, Florida who will head the 1.5 million member organization into 2013. Hamilton a Vietnam War veteran who served in the Marine Corps from 1968-1970 reminded the membership that the VFW must remain vigilant in its efforts to care for war veterans, especially during these tough economic times and as the wars wind down in the Middle East. He also noted the importance of the bond VFW members share with newly returning veterans and their responsibility to assist them as they transition back into civilian life. Also elected were Bill Thien, Senior Vice Commander-in-Chief of Georgetown, Indiana and John Stroud, Junior Vice Commander-in-Chief from Hawthorne, Nevada. Highlights of the week long convention included speeches by President Obama and Republican Presidential Nominee Mitt Romney. Their speeches can be found on the VFW website at: www.vfw.org

5. DOD Launches Revised TAP

DOD has launched a newly redesigned Transition Assistance Program (TAP) now called Transition GPS for military members planning to enter civilian life. The TAP has not had a major overhaul in almost 20 years. The new program was developed not only by DOD but also through the work of the Departments of Veterans Affairs, Labor, Education, and Homeland Security, and the Office of Personnel and Management and the Small Business Administration. The White House put out the following description of the new program.

-Pre-Separation Assessment and Individual Counseling: Through the new transition program, separating service members will have individual counseling to discuss their career goals and start their transition process. Subsequently, members will have a needs and goals assessment coupled with a counseling session about benefits, resources, and available assistance across a wide scope of military separation topics. Each service member will develop an Individual Transition Plan that documents his or her personal transition, as well as the deliverables he or she must attain to meet the new transition programs Career Readiness Standards.

-5-Day Core Curriculum: The five-day Transition GPS Core Curriculum will include a financial planning seminar, a workshop offered by the Department of Veterans Affairs on available veterans benefits and services, and a re-designed employment workshop offered by the Department of Labor. Transitioning service members will also undertake a Military Occupational Code Crosswalk to translate their military skills, training, and experience into civilian occupations, credentials, and employment. An Individual Transition Plan session will allow Members to seek guidance from subject matter experts, identify career goals, and develop a roadmap for their transition.

-Career-Specific Additional Curriculum: In addition to completing the Transition GPS Core Curriculum, transitioning service members will also have the option of participating in a series of two day tailored tracks within the Transition GPS curriculum: (1) an Education track, for those pursuing a higher education degree; (2) a Technical and Skills Training track, for those seeking job-ready skills and industry-recognized credentials in shorter-term training programs; and (3) an Entrepreneurship track, for those wanting to start a business.

-CAPSTONE Event: Before their separation from military service, service members will participate in a CAPSTONE event, which will verify that transitioning service members completed the Transition GPS curriculum and achieved Career Readiness Standards. Service members who require additional assistance will be referred to supplemental training opportunities. In addition, through the CAPSTONE event, all service members will be offered a warm handover to appropriate government agencies and organizations that will be able to provide them continued benefits, services, and support as veterans.

-Military Life Cycle Transition Model: The new transition program will incorporate career readiness and transition preparation into the entire span of a service members career. In the past, transition and preparation for the civilian workforce occurred late in a service members time in the military near the point of separation. Under this new program, these concepts will be incorporated earlier to ensure that the counseling, assessments, and access to resources to build skills or credentials occur at earlier stages of a service members career. 6. BRAC Cost Much More Than Estimated

It cost $35.1 billion to implement the most recent round of Base Realignment and Closures, 67% more than the Department of Defense originally estimated, Federal News Radio reports, citing a new report by the Government Accountability Office. The BRAC Commission of 2005 had estimated one-time costs would be $21 billion. DOD spent $25 billion for the four previous BRAC rounds combined, GAO said

7. DOD to Improve Voluntary Education Safeguards

The Defense Department is nearing completion of an agreement with post-secondary schools to ensure service members have the best possible experience in continuing their education, a senior Pentagon official said today. The department will release later this summer a memorandum of understanding to be signed by colleges, universities and technical schools to make costs, schedules and other particulars transparent to service members,. An online draft of the new instruction says all schools providing high school completion and post- secondary education through the DOD Tuition Assistance Program must agree to the multi-agency memorandum of understanding and have a signed copy on file with DOD prior to service members receiving approval of tuition assistance. Each service determines eligibility for tuition assistance, which is capped at $250 per credit hour, or $4,500 per year, DOD officials said. DOD developed the memo with the departments of Education, Veterans Affairs, and Justice, as well as the Consumer Financial Protection Bureau as part of an executive order President Barack Obama announced at Fort Stewart, GA., in April to ensure that service members, veterans and their families can get the information they need about the schools where they spend their education benefits.

8. Military Recruiting Change Benefits Nontraditional Students

Home school and other nontraditional high school students could have an easier time joining the military thanks to a federal rule change. Nontraditional students will be moved into Tier 1 recruiting if they pass the Armed Forces Qualification Test with a score of 50 or better. Before, those students were placed in Tier 2. 9. Overseas Military Voting Card Simplified

The Federal Voting Assistance Program (FVAP) recently announced the approved use of the 2011 version of the Federal Post Card Application (FPCA). The FPCA is the voter registration/ballot request form used by service members stationed abroad to begin the absentee voting process for U.S. citizens living overseas. Although the 2005 version of the FPCA had served its purpose without controversy, the Pentagon modified the text of the newer card, requiring voters to indicate whether they "intend" or "do not intend" to return to the U.S. Many argued that the vague and confusing language could be a deterrent to voting, particularly for service members who might be subject to extended deployments.

10. New Chief of National Guard LGEN Frank J. Crass

The National Guard Association of the United States released the following statement by retired Maj. Gen. Gus L. Hargett Jr., NGAUS:

National Guard leaders across the country applaud the Senates action last night to confirm Lt. Gen. Frank J. Grass to be the next chief of the National Guard Bureau and a member of the Joint Chiefs of Staff. General Grass is the right leader with the right set of experiences to move the National Guard forward. With nearly 43 years in the Army National Guardas an officer and an enlisted man, both full time and part timehe truly knows the force and its obligations. Every Guardsman nationwide will be able to look toward NGB and know one of their own is in charge. But the NGB chief today has an added responsibility with his new seat on the Joint Chiefs of Staff. He must advise the nations civilian leaders directly on matters of homeland security. General Grass brings much to this role as well. As the former deputy commander of U.S. Northern Command, he has a wealth of knowledge of both the Guard resources available and a unique insight into the state-federal unity of effort required to protect lives and property in the event of a major disaster. His advice will be coveted and invaluable.

11. Another Scam Targeting Veterans

A veteran has reported receiving a call from someone named James who congratulated him on his VRAP approval. He advised him that he knew the exact amount he was approved for and that the $8500 would be directly deposited into his account within 45 minutes of him giving his banking account number and routing number and paying $205 for the service fee. This person is not affiliated with the Department of Veterans Affairs (VA). VA will never call you and ask for private information over the phone. If you do receive a call like this, please contact the Federal Trade Commission at www.ftc.gov.
