Group Gears Up to Send Holiday Goodies Though Operation Gratitude's "Holiday Drive 2007" does not officially kick off until the first "packing party" scheduled for Veterans Day weekend, the group's volunteers are already hard at work getting ready to fill care packages with goodies for troops deployed during the upcoming holiday season. Additional packing weekends are scheduled for Nov. 23-24, Dec. 15-30 and Dec. 29-30, 2007. The group expects to reach a milestone of assembling its 300,000th package on Dec. 15. VA Seeking Former Prisoners of War The Department of Veterans Affairs (VA) recently issued another plea to find former prisoners of war (POWs) since many of them may now be eligible for VA health benefits due to new changes. The VA has expanded the list of illnesses covered under its benefits plans to include all former POWs who suffer from strokes and heart disease. It is estimated that there are more than 25,000 surviving American prisoners of war. All former POWs should contact the VA at 1-800-827-1000. $60,000 Bonuses for Prior-Service Soldiers The Army National Guard has launched a new recruiting effort to attract prior-service Soldiers. Dubbed "Active First," the program targets new recruits who want to serve on active-duty but are willing to return to the Guard to finish out the remainder of their initial military service obligation. Officials hope to recruit as many as 2,000 Soldiers into the program this year, and recruits can earn bonuses as high as $40,000 plus another $20,000 when they transition into the National Guard.

Monument Dedicated to Submarine Veterans A monument dedicated to U.S. veterans who served on submarines was dedicated to the Chattanooga National Cemetery and sponsored by members of the USS Haddo from Cleveland, Tenn. The dedication took place on the U.S. Navy's 232nd birthday. Museum Opens Special Exhibit The Airborne & Special Operations Museum opened its latest special exhibit, which examines the Office of Strategic Services (OSS), a forerunner to the Central Intelligence Agency and the inspiration behind modern U.S. Army special operations forces. The exhibit was prepared by the United States Army Special Operations Command (USASOC) History Office and supplemented with artifacts from the North Carolina Museum of History. The exhibit will remain on display during regular museum hours for approximately one year. VA Receives Grant for Indianapolis The Department of Veterans Affairs (VA) will augment its health care to Indianapolis area veterans with a new grant from Lilly Endowment Inc. The grant provides $5.8 million to the Richard L. Roudebush VA Medical Center for a 24,000-square-foot Seamless Transition Integrated Care Clinic where returning troops from Iraq and Afghanistan will receive comprehensive multidisciplinary health care. Another $3.5 million will be used to build a 28-suite comfort home that will provide accommodations for veterans? families during extended periods of care. The endowment will also fund retreats for veterans and their spouses or loved ones.

Restaurants Offer Vets Free Dining Golden Corral Restaurants are conducting their seventh annual Military Appreciation Monday on Nov. 12, 2007. On this day, all 485 restaurants across the country will offer a free "thank you" dinner buffet and beverage from 5 p.m. to 9 p.m. to any person who has served in the U.S. military. A new component of this year?s event is an essay contest open to anyone who has served or has a parent who has served in the military. Essays of 1,000 words or less should explain why the entrant is proud of their service or that of their parents. Three prizes, starting at $1,000, will be awarded to further the winners' educations. County Donates to Pentagon Memorial Fund Representatives of Fairfax County, Va., donated $100,000 to help build the Pentagon Memorial that will honor the 184 people, including 20 county residents, killed during the Sept. 11, 2001, terrorist attack on the building. The donation brings the funds raised, so far, to more than $15 million. The memorial fund committee's goal is to raise $22 million to build and maintain the memorial. The memorial will be built on nearly two acres of land along the path the passenger jet took just before it hit the building and is scheduled to be dedicated in September 2008. Free CUNY Veterans' College Fair The City University of New York (CUNY) is presenting its first ever College Fair on October 31, 2007. The event is geared specifically for veterans to learn how CUNY can ease the transition from military to academic life. Participants will be able to speak with admission professionals from the CUNY colleges regarding undergraduate, graduate, honors, and online programs. College vet liaisons and current vet students will also be on hand to answer questions and offer guidance on the admissions process, paying for college, and what to expect as a veteran student. Bill Introduced to Enhance VA Pain Care

Senator Daniel K. Akaka (D-HI), Chairman of the Veterans' Affairs Committee, and Senator Sherrod Brown (D-OH), have introduced legislation that would enhance the Department of Veterans Affairs' pain management program. The Veterans Pain Care Act of 2007 (S. 2160) would focus attention on pain management as a new generation of veterans suffering from pain enter VA's health care system. Under the bill, VA would be required to establish a pain care initiative at every VA health care facility, with each utilizing a professionally recognized pain assessment tool or process to ensure that every patient with chronic or acute pain is diagnosed and treated properly.

Maine Governor Awards State Medals Maine Governor John Baldacci recently awarded the State of Maine Silver Star Honorable Service Medal to 12 veterans from across the state. The medal was first awarded in August 2006 and is presented to those who have been wounded while serving their country. Minnesota Introduces LinkVet Minnesota Governor Tim Pawlenty recently introduced LinkVet ? the Veterans Linkage Line for Minnesota veterans and their family members. The toll-free customer service line is the first of its kind in the nation and provides information referrals, immediate crisis intervention and psychological counseling 24 hours a day, seven days a week at 1-888-LINKVET (546-5838). LinkVet is answered by trained staff at the Minnesota Department of Veterans Affairs (MDVA) and Crisis Connection, a Twin Cities-based, nonprofit mental health telephone counseling service. MDVA staff, who are veterans themselves, manage the lines Monday through Friday from 8:00 a.m. to 4:30 p.m. Crisis Connection social workers field all crisis calls during business hours, and all calls after hours, on weekends and holidays.

Deadlines for Holiday Military Mail Stars and Stripes reports that the deadlines for military postal mail reaching all destinations by Christmas are: 1) Nov. 13 for surface mail (mail going by truck or ship), 2) Nov. 27 for space-available mail, 3) Dec. 4 for parcel airlift mail, 4) Dec. 11 for priority mail and first-class letter and cards, and 5) Dec. 18 for express mail. "These deadlines apply to everyone," said Yvonne Radloff, command postal training manager for the 2nd Air Postal Squadron at Ramstein Air Base, Germany. No matter where mail is sent, either to the United States or downrange, Radloff said that it will usually get to its destination within 10 days.

Women's Memorial's 10th Anniversary The 10th anniversary of the dedication of the Women In Military Service For America Memorial will be celebrated on Nov. 3, 2007, at the Women?s Memorial. VA To Modernize Hudson Valley Montrose and Castle Point areas in the Hudson Valley of New York State will obtain new facilities according to the Department of Veteran Affairs (VA). A multi-specialty state-of-the-art ambulatory care facility will be built at the Montrose campus and a complete modernization of the Castle Point campus will be undertaken. The Department will use VA's Enhanced Use Leasing (EUL) program to seek potential reuses for unused and vacated land and buildings on both campuses, such as senior housing, that will provide benefits to veterans. Under the EUL program, VA retains ownership of the land and can determine and control its reuse. The announcement was based on a study that began in 2004 to upgrade VA's health care facilities across the country.

Postal Holiday Deadlines Approaching Americans showing their support to deployed troops via the mail must be aware that mail going parcel post must be sent by Nov. 14, 2007, while first-class mail must be sent by Dec. 10 to arrive by Dec. 25, 2007. Each country has customs regulations that apply to all incoming mail, pertaining to everything from food items to reading materials. Also, military units may also have additional restrictions imposed by unit commanders concerning mail size and weight for logistical reasons. Finally, all packages and mail must be addressed to individual servicemembers as required by U.S. Department of Defense regulations. GI Bill Eligibility Details The GI Bill is currently worth up to $39,636. This amount is based on the 2007-2008 monthly full-time student payment rate of $1101 multiplied by the 36-month limit. This "payment rate" automatically increases on October first each year. You get the annual increase no matter when you became eligible or begin using it.

You qualify for the GI Bill if:

* You contribute $100 a month for the first 12 months you are in active duty, or qualify under VEAP conversion. * You have completed High School or have an equivalency certificate before you apply for benefits. * You have served at least 2 years on active duty.

VA Names New National Cemetery The Department of Veterans Affairs (VA) has named the future national cemetery to be constructed near Sarasota, Fla. as the "Sarasota VA National Cemetery." Located on a 295-acre site in Sarasota County along State Route 72, the new cemetery will become operational in late 2008 with 18,200 casket gravesites, a 7,000-unit columbarium, and 500 sites for in-ground cremated remains. Disability Pay Upgrade for New Veterans President Bush's plan to reform the disability compensation system, which he has sent to Congress, includes a four-part payment scheme targeted exclusively at a newer generation of servicemembers and veterans. The plan is ambitious in scope and more generous than the current disability system and would be applied automatically only to future disabled veterans. VA Awards 46 Grants The Department of Veterans' Affairs (VA) awarded 46 grants worth more than $16 million to public and private non-profit groups to assist homeless veterans. This latest round of grants creates 950 beds for homeless veterans. VA has the largest integrated network of homeless assistance programs in the country. Nearly 200,000 Federal Jobs for Former Servicemembers The federal government is facing a potential crisis. Thousands of federal employees will retire, leaving a massive hole in the federal workforce. In fact, a Partnership for a Public Service report - Where the Jobs Are: Mission Critical Opportunities for America - projects that the federal government needs to hire nearly 193,000 new workers for vacant jobs in the following fields: security, medical and public health, accounting, engineering, and program management/analysis and administration.

Filling these "mission critical jobs" is a top priority. Over the next two years the federal government will increase hiring, which includes 62,863 jobs in the security and law enforcement field, according the report. Federal employment offers recruitment bonuses, retention incentives, relocation incentives and graduate school scholarships. Navy Seeks Video Spots This year's Army/Navy Game will be televised on CBS Saturday, Dec. 1, 2007. Video spots are being accepted from Sailors and Marines who want to display their team spirit before millions of Americans. The video spots will be broadcast during the game. All spots must include the submitting command's name, identify the command's location, and include a "Go Navy" and/or "Beat Army" theme. Avoid use of Navy jargon or acronyms. VA Targets Resistant Staph Infections The Department of Veterans Affairs (VA) has tough new screening requirements now in place in all of its 153 hospitals that target worrisome staph infections. In addition to emphasizing hospital hygiene and flagging affected patients for special precautions, VA facilities monitor all incoming patients on key units with nasal swabs and cultures for methicillin-resistant staphylococcus aureus (MRSA). The Centers for Disease Control and Prevention estimates there may be more than 94,000 MRSA cases a year in the United States associated with 18,650 deaths annually. VA Agrees with PTSD Treatment Report The Department of Veterans Affairs (VA) has agreed with a new Institute of Medicine (IOM) report finding exposure-based therapies for the treatment of post-traumatic stress disorder (PTSD) to be effective. The report released by the IOM Committee on Treatment of PTSD concluded among its key findings that exposure-based therapies such as prolonged exposure therapy and cognitive processing therapy have proven to be effective treatments for PTSD, while more research is needed on pharmacotherapy to determine its effectiveness. VA provides treatment for PTSD through cognitive and exposure-based therapies, with the use of drugs approved by the Food and Drug Administration.

American and Alaska Native Heritage Month November is American Indian and Alaska Native Heritage Month. This year's observance focuses on "Honoring Warriors: Past and Present." This important observance began in the early 1900s when the Boy Scouts set aside a day for the "First Americans." An estimated 12,000 American Indians fought in World War II, and more than 44,000 fought in World War II. Five have been awarded the Medal of Honor. Help Our Troops Call Home "Help Our Troops Call Home" allows anyone to send Military Exchange Global Prepaid Phone cards to individual servicemembers (designated by the sender) or to "any servicemember" through a variety of charitable partners. By simply logging on to (http://www.aafes.org) www.aafes.org or calling 800-527-2345, friends, family members and even civic groups can take part in the effort by sending any one of three Military Exchange Global Prepaid Phone cards, including a 550-minute denomination card capable of providing more than two hours of call time from any of 69 phone centers in Iraq, Afghanistan or Kuwait to the United States. Since the program's inception in 2004, more than 214,000 phone cards have been purchased.

Veterans History Project The Veterans History Project is a project of the Library of Congress aimed at collecting oral history interviews, memoirs, letters, diaries, photographs, and other original materials from veterans of World Wars I and II, and the Korean, Vietnam, and Persian Gulf Wars and the Afghanistan and Iraq conflicts (2001-present). Those U.S. citizen civilians who were actively involved in supporting war efforts are also encouraged to contribute their personal narratives. Military Bloggers Compile New Book A series of dispatches from servicemembers in Iraq and Afghanistan have been compiled in a new book that offers a glimpse of life on the front lines. Conceived by Garry Trudeau, creator of the long-running, satirical comic strip Doonesbury, "The Sandbox" is a 309-page compilation of roughly 90 online journal entries penned by scores of the military's most talented scribes, the thousands of military bloggers (or milbloggers) in Afghanistan and Iraq who use the Internet to tell an unfiltered version of war to family members and friends. Guard and Reserve GI Bill Changes Urged Defense leaders are urging Congress to revise the Montgomery GI Bill to improve coverage for reserve-component troops. Army Maj. Gen. Larry W. VETS Program Improvements Sought The House Veterans' Affairs Economic Opportunity Subcommittee recently held a hearing to evaluate the Department of Labor's Veterans Employment and Training Services (VETS) program. VA Remains Open in Southern California The Department of Veterans Affairs (VA) continues to offer medical care and other important services to veterans even as wildfires have destroyed parts of Southern California. Navy Offers Free Credentialing Examinations The Navy is now funding examination fees for occupational credentials that are closely aligned with a Sailor's rating. More than 1,500 occupational credentials are currently eligible for Navy funding based on an 80 percent or greater match to a corresponding rating. Qualifying credentials are identified on the Navy Credentialing Opportunities Online (COOL) website. Requests for examination funding will be handled on a first-come, first-served basis. Illinois Offers Employers Tax Credits The State of Illinois is hosting several job fairs this month for veterans in observance of Hire a Vet month. Senate Passes Act for Blinded Veterans

The Senate recently passed H.R. 797, the Dr. James Allen Veteran Vision Equity Act, which includes additional provisions for blind veterans. "VA's eligibility requirements for certain benefits available to visually impaired veterans are unnecessarily narrow. This legislation would relax the criteria for those benefits to cover all veterans who fit the standard definition for legal blindness," said Senator Daniel K. Akaka (D-HI), Chairman of the Senate's Veterans' Affairs Committee. The bill alters the standard for veterans with service-connected blindness in one eye who later lose vision in the other eye, and veterans who receive special compensation for multiple disabilities that include vision impairment.

Subcommittee Holds Construction Hearing The House Veterans Affairs Health Subcommittee, led by Chairman Michael H. Michaud, (D-ME), recently held a hearing on the major medical facility construction process for Department of Veterans Affairs (VA). The hearing examined the current process for constructing new VA medical facilities, identified the strengths and limitations of the current process and focused on ways the process could become more effective and efficient. "Many of the VA hospitals and medical facilities are aging and are in need of major renovation or replacement," said Chairman Michaud. Study Finds Employers Want to Hire Vets Military.com announced the results of its inaugural survey on the utilization of veteran talent in the workforce. Sixty percent of hiring managers and recruiters surveyed report favorable attitudes toward employing veterans, however many face difficulties recruiting and hiring from this talent pool. The study also revealed that many employers are largely uninformed about the legal obligations concerning those employees who are reservists or members of the National Guard. VA Clarifies Flag Policy VA officials recently clarified the Department's policy about recitations made while the U.S. flag is folded at the gravesite of a veteran. The clarification includes the following: volunteer honor guards are authorized to read the so-called "13-fold" flag recitation or any comparable script; survivors of the deceased need to provide material and request it be read by the volunteer honor guards; and volunteer honor guards will accept requests for recitations that reflect any or no religious traditions, on an equal basis. Study Looks at Suicide Risk A new study found that the predictors of suicide among veterans in depression treatment differ from those seen in the general American population, with younger, white, non-Hispanic men having the highest risk among the veterans. Surprisingly, older veterans who had been diagnosed with post-traumatic stress disorder in addition to depression had a lower overall rate of suicide than those without a PTSD diagnosis. The study does confirm that suicide rates were very high among depressed VA patients during the study period of 1999 to 2004, reinforcing the need for the VA's recent initiatives to prevent suicide. The study will appear in the December 2007 issue of the (http://www.ajph.org/) American Journal of Public Health, which will focus on veterans' issues.

House to Correct 'Quirky' GI Bill Law The House Committee on Veterans Affairs has unanimously approved H.R. 3882, a bipartisan bill that would eliminate an unintended consequence of the law that renders many National Guard and Selected Reserve members ineligible for the GI Bill Reserve Education Assistance Program (REAP). All though the committee fully supports this legislation a hurdle remains regarding a Congressional Budget Office (CBO) estimate that the bill will cost more than $30 million over 10 years. According to a recent press release the committee is committed to eliminating the injustice despite any blocks thrown up by CBO.

President Signs Mental Health Bill President Bush signed the Joshua Omvig suicide prevention bill last week, providing improved screening and treatment for at-risk veterans. The law requires mental health training for Veterans Affairs staff; a suicide prevention counselor at each VA medical facility; and mental-health screening and treatment for veterans who receive VA care. It also supports outreach and education for veterans and their families, peer support counseling and research into suicide prevention. The law is named for Joshua Omvig, 22, of Grundy Center, Iowa, who took his own life in 2005 following his return from an 11-month deployment to Iraq.

Museum Receives Submarine Reports The St. Marys Submarine Museum recently received DVDs containing 63,000 pages of historical submarine patrol reports from World War II. The DVDs were a gift to the museum from retired Vice Adm. Roger Bacon who served 34 years on active. Bacon had all of the patrol reports converted into electronic files. It is a complete work that represents 255 submarines with a total of 1,620 war patrols. VA Announces Recovery Coordinators VA and the Department of Defense (DoD) have signed an agreement to provide federal recovery coordinators to help ensure medical services and other benefits are provided to seriously wounded, injured and ill active-duty servicemembers and veterans. The first federal recovery coordinators will be located at top military treatment facilities throughout the nation. Veterans Remembered at Cemeteries Holiday wreaths were recently placed in remembrance at Department of Veterans Affairs (VA) national cemeteries across the nation. This is the second year the Worcester Wreath Company of Harrington, Maine, has sent holiday wreaths to VA national cemeteries and state veterans cemeteries to display in a nationwide tribute to veterans, called "Wreaths Across America." The Civil Air Patrol organized the wreath-laying ceremonies with assistance from local veterans organizations. All 125 VA national cemeteries received seven wreaths. Holiday Cards to Wounded Warriors Due to DoD security policies, military medical centers cannot receive mail addressed to "any soldier" or "a recovering patient." However, the American Red Cross will collect, review and distribute holiday greeting cards to wounded military personnel. Holiday cards and letters, but not packages, may be sent to the following address until December Dec. 27, 2008: We Support You During Your Recovery!, c/o American Red Cross, P.O. Box 419, Savage, MD 20763-0419. Red Cross volunteers will receive and bundle the cards and then distribute the cards at medical facilities throughout the holiday season. Cards must be received no later than Dec. 27, 2008, and must have adequate postage.

Some Payments Ruled Tax-Free Payments under the Veterans Affairs Department's compensated work therapy program are no longer are taxable, and disabled veterans who paid tax on these benefits in the past three years now can claim refunds, the Internal Revenue Service (IRS) said recently. Recipients of the payments will no longer receive a Form 1099 from Veterans Affairs. More than 19,000 veterans received compensated work therapy in Fiscal Year 2007. The program provides assistance to veterans unable to work and support themselves.

American Legion Grants to Disabled Veterans The American Legion and the charity "Coalition to Salute American's Heroes" are awarding $500 grants to 1,000 veterans of Afghanistan and Iraq who are rated with disabilities of 30 percent or more. Veterans Create Works of Art Veterans at the Iowa Veteran's Home have learned to sew deer hides into purses, belts and moccasins. Organization Seeks Computers JDS Computer Donations accepts laptop computers that it refurbishes and donates to nonprofit groups, public schools, and most recently, to deployed servicemembers. Homes for Veterans in New York The State of New York Mortgage Agency (SONYMA) allocated $20 million to extend the Homes for Veterans Program, which helps military veterans buy homes with low-cost mortgages. Since the Homes for Veterans Program launched last spring by SONYMA and the NYS Division of Veterans? Affairs, SONYMA purchased 31 veterans? mortgages. Another 34 are in its pipeline. SONYMA decided to allocate another $10 million from its upcoming $125 million bond issue to continue the veterans program into 2008. Grant Awarded to Durham The Department of Veterans Affairs (VA) awarded a contract for nearly $8.4 million to renovate wards at the Durham, N.C., VA Medical Center. The contract provides $7,969,000 for construction and $404,350 for asbestos removal. The project involves demolition and reconstruction of approximately 30,700 square feet on three wards. It will create larger patient rooms, private bathrooms for women patients and more visibility for the nursing staff. Work is expected to be finished in 2009. VA operates major medical centers in the following North Carolina-based cities: Asheville, Durham, Fayetteville and Salisbury, plus seven outpatient clinics, four nursing homes and five Vet Centers in the state.

VA Aid and Attendance Compensation Elderly veterans who are in need of a care provider, but cannot pay for it, may be eligible for Aid and Attendance -- a little-known monthly pension benefit administered through the Department of Veteran Affairs. Wartime veterans and surviving spouses who have in-home care or who live in nursing homes and assisted-living facilities may be eligible for the benefit. To be eligible, a veteran must have served at least 90 days of active military service (one day of which must be during war time) and have an honorable discharge. Subcommittee Examines Waiting Times The Chairmen of the Health Subcommittee and Oversight and Investigation Subcommittee, recently held a joint hearing on waiting times for outpatient appointments in the Veterans Health Administration (VHA) at the Department of Veterans Affairs. Currently, the VA reports that 95 percent of outpatient appointments are scheduled within 30 days of the date requested by the patient. However, the VA Office of Inspector General (IG) has questioned the accuracy of the data provided by VA. The American Legion Announces Legacy Run The 2008 American Legion Legacy Run (ALLR) will take place Aug. 17-21, 2008. Goodwill Offers Training for Veterans Goodwill Industries isn't just a place to donate unwanted items or find great bargains; it's also an accredited secondary and vocational training organization. USSERA Enforcement Bill Introduced The Chairman of the Senate Committee on Health, Education, Labor and Pensions, and Chairman of the Senate Committee on Veterans' Affairs recently introduced legislation to strengthen the employment and reemployment rights of our returning servicemen and women. The Uniformed Services Employment and Reemployment Rights Act (USERRA) Enforcement Improvement Act imposes deadlines on federal agencies to assist veterans. It also implements the recommendations of the Government Accountability Office to reduce inefficiencies and improve the information collected by the government on these issues.

Vision Equity Act Passes House Vote The U.S. House of Representatives passed The Dr. James Allen Veteran Vision Equity Act of 2007. The legislation allows veterans who receive disability compensation for impairment of vision in one eye to be eligible to receive additional compensation for impairment of vision in the eye that is not service-connected. Additional provisions in (http://capwiz.com/military/issues/bills/?bill=10520041) H.R. 797 include extending authorization of the veterans' work study program until 2010 and allowing the Department of Veterans Affairs to continue to furnish a government headstone or marker for the grave of certain veterans buried in private cemeteries. Blue Angels 2008 Show Schedule The Navy Flight Demonstration Squadron, The Blue Angels, announced its show schedule for the 2008 season. Following winter training, the team begins their season at Naval Air Facility El Centro, Calif., March 8 and will conclude the season Nov. 16 at Naval Air Station Pensacola, Fla. The Blue Angels are scheduled to perform 68 shows at 35 locations throughout the U.S. and Canada. Coalition, Legion Gave Out 1,000 Grants The American Legion recently distributed 1,000 grants to disabled veterans this holiday season thanks to a $500,000 donation from the Coalition to Salute America's Heroes. The $500 grants were given to veterans who incurred a 30-percent or more disability while serving in the theater of operations during Operation Enduring Freedom or Operation Iraqi Freedom. The American Legion covered the cost of distributing the grants so the entire Coalition donation could be awarded to the veterans.

New Museum Opens in Belgium Stars and Stripes reports that a new museum called the Baugnez 44 Historical Center was recently dedicated near the city of Malmedy in eastern Belgium. The museum commemorates the massacre of 84 U.S. soldiers at the hands of a German SS Panzer unit during World War II. Many Cannot Donate Blood
Due to the prevalence of mad cow disease in Europe, millions of veterans and servicemembers are no longer eligible to give blood if they spent a total of six months on or associated with a military base in any of the following areas during the specified time frames: from 1980 - 1990 in Belgium, the Netherlands (Holland) or Germany; from 1980 - 1996 in Spain, Portugal, Turkey, Italy or Greece; you spent (visited or lived) a cumulative time of five years in Europe including the UK from 1980 - 1996. New Hospital for Orlando
The Department of Veterans Affairs announced a site is being purchased for a new 134-bed hospital and outpatient clinic in Orlando, Fla. across from the new University of Central Florida College of Medicine. The new VA medical center should be operational in 2012. The new facility will provide acute care, complex specialty care and advanced diagnostic services through a hospital, an outpatient clinic, a 118-bed nursing home, and a 60-bed domiciliary. The site will also contain a veterans' benefits office that will help veterans to obtain compensation, pensions or other financial benefits earned by military service.

Veterans Bonuses in Massachusetts
Hundreds of veterans' bonuses are going uncollected in the State of Massachusetts. Thanks to the state's Welcome Home Program, Iraq and Afghanistan war veterans receive $1,000 while other veterans who served more than six months since Sept. 11, 2007 receive a $500 bonus. However, only about 13,000 of the state's 27,000 eligible residents have applied for the bonuses. Massachusetts veterans can call the State Treasurer's office at 617-367-9333, ext. 859, to request bonus application materials.

Military Pensions Tax-Free in Ohio
Ohio Gov. Ted Strickland has signed legislation that exempts military pensions from state income tax. Veterans who receive military pensions no longer will have state income taxes taken from their monthly retirement checks. The new law also prevents discrimination against veterans.

Texas to Study Brain Injuries
Physicians will begin studying brain injuries among U.S. troops through a new $4.2 million Department of Veterans Affairs program at the University of Texas. The program will use the university's new $2.2 million state-of-the-art brain scanner at the J.J. Pickle Research Campus, which is among the most sophisticated brain-imaging devices in the world. It's expected that the program will eventually expand into brain injuries among children and athletes. More than 20,000 troops have suffered from brain injuries in the wars in Iraq and Afghanistan.

Scholarships for Cincinnati Soldiers
The Major Samuel Woodfill Cincinnati Chapter of the Association of the U.S. Army has established four $1000 scholarship grants for Operation Iraqi Freedom and Operations Enduring Freedom Soldiers, veterans and their families within the chapter's geographical area. President Signs Los Angeles Bill
President Bush signed (http://capwiz.com/military/issues/bills/?bill=10751401) H.R. 2764 into law, which bars commercial development on the large West Los Angeles Veterans Affairs campus in Brentwood and Westwood. VA officials have been trying to open portions of the property to commercial development for several years, and White House officials estimated that doing so could have generated as much as $4 billion in revenue. However, those who opposed the commercial development said it went against the original intent of donors who gave the property to the VA in the 1800s for veterans' services.

New Rules for Housing Grants A change in the law that allows certain seriously injured veterans and servicemembers to receive multiple grants for constructing or modifying homes has resulted in many new grants available from the Department of Veterans Affairs (VA). Now they may use the benefit up to three times, so long as the total grants stay within specified limits outlined in the law. VA Shares Health Information Department of Defense officials have announced the organization-wide release of enhancements to share electronic health information with the Department of Veterans Affairs (VA). With the new enhancements in place, each agency is now able to view the other agency's clinical encounters, medical procedures, and lists of medical problems on shared patients using the Bidirectional Health Information Exchange. This adds to the pharmacy, allergy, microbiology, and chemistry/hematology data, as well as radiology reports that were made available earlier this year. College Program Begins in Kentucky Veterans Upward Bound, a federally funded grant program aimed at preparing veterans for postsecondary education, is slated to begin its classes Jan. 22, 2008 at Western Kentucky University. VA Distributes Insurance Dividends More than a million veterans are in line to share $349 million in annual insurance dividends during 2008, according to the Department of Veterans Affairs (VA). The dividend payments will be sent to an estimated 1.1 million holders of VA insurance policies on the anniversary date of their policies. Congressman Urges Gulf War Vet Support
In a letter written to VA Secretary James Peake, U.S. Rep. (http://capwiz.com/military/bio/?id=564&lvl=C&chamber=H) Chet Edwards, D-Texas, requested the formation of a Gulf War Veteran Advisory Committee. According to the letter, the current setup does not adequately address the range of issues facing those who fought in the 1991 war. In May the VA established the Advisory Committee on OIF/OEF Veterans and Families, which provides support for veterans of those wars. Congressman Edwards' letter urges the creation of a committee to provide similar support for Gulf War veterans.

Judge Permits Lawsuit
A federal judge in San Francisco ruled that two veterans groups can proceed with a class-action lawsuit claiming that the Department of Veterans Affairs violated veterans' civil rights by delaying and denying benefits for veterans of the wars in Iraq and Afghanistan who suffer from posttraumatic stress disorder ( (http://www.military.com/benefits/resour ... d-overview) PTSD). Veterans for Common Sense and Veterans United for Truth in July 2007 filed the suit against the VA. VA currently has a backlog of more than 600,000 unresolved claims, and a decision on a claim can take up to 12 years to be processed through appeals. Reservists Sidelined On Early Retirement

VA Offers Hospice Care
The Department of Veterans Affairs provides hospice and palliative care to a growing number of veterans at each of its medical centers and inpatient hospice care in many of its nursing homes throughout the country. Nearly 9,000 veterans were treated in designated hospice beds at VA facilities in 2007, and thousands of other veterans were referred to community hospices to receive care in their homes. VA partners with community hospice programs in 35 states to promote hospice services that are not provided directly by VA staff.

Reports Highlight VA Strengths
The Department of Veterans Affairs health care system received a highly favorable review in an interim report recently published by the Congressional Budget Office (CBO). The report credits organizational restructuring and management systems, performance measurement and information technology (IT) as contributors to VA's success. Army PaYS Program
The Army's Partnership for Youth Success (PaYS) gives Soldiers from the Army and Army Reserve a leg up on civilian employment. Under the PaYS program, when a Soldier leaves their active-duty or Initial Entry Training (IET) for the Army Reserve, they will receive a guaranteed job interview with the civilian employer they chose as part of their enrollment in the program. Currently, there are 261 companies participating in the PaYS program. Operation Education Scholarship is a University of Idaho program designed to help veterans with severe and permanent injuries as a result of service since Sept. 11, 2001. The State of Illinois' new Fallen Heroes Scholarships Program is designed to honor children who have lost a military parent in the War on Terror. Under the program, the state will deposit $2,500 for each eligible child into a tax-free Bright Start College Savings account. Veterans Job Seminar in Ohio
The Mahoning County Veterans Service Commission and the Ohio Department of Job and Family Services are sponsoring a free three-day job readiness program for honorably discharged veterans and their spouses. The Ohio Transition Assistance Program seminar will be from 9 a.m. to 3 p.m. daily, Feb. 13-15 in the second-floor conference room at the Mahoning County South Side Annex, 2801 Market Street, Youngstown, Ohio. VA Publicizes Digital TV Switch
Beginning Feb. 17, 2009, all television broadcast stations will end analog transmissions and broadcast only in digital format. Those who have old analog sets and do not subscribe to cable or satellite will have to purchase a digital-to-analog converter box to receive programming. VA is publicizing this change date to make sure older and lower income veterans know some help is available. That help comes in the form of a coupon issued by NTIA worth a $40 credit toward purchase of a digital-to-analog converter box (two coupons per household). Free SAT-ACT Software for Military Families
For the second year, a group of NFL, NFL Europe, AFL and CFL football players have sponsored several million dollars worth of $199 SAT and ACT test prep programs to every family in the U.S. Military (all branches-active or retired). Specifically, the sponsorship allows any military person (active or retired) to request as many programs as they need for the students in their lives. The Department of Defense has created a secure website to quickly confirm a person's military status. Military Funerals in Maine
The National Defense Authorization Act of 2000 required the Department of Defense to provide, upon request, military funeral honors for eligible veterans. The Maine Military Funeral Honors Program began performing funeral ceremonies for Maine's veterans in late 2004. Commissary Scholarship Applicants Sought
Applications for the Defense Commissary Agency's 2008 Scholarships for Military Children Program are available now in commissaries worldwide or online through a link at (http://www.commissaries.com/) www.commissaries.com and directly at (http://www.militaryscholar.org/) www.militaryscholar.org. The $1,500 scholarships are available to unmarried children under the age of 21 (or 23, if enrolled in school) of military active-duty, retired, and Guard and Reserve servicemembers. Applications must be turned in to a local commissary by close of business on Feb. 20, 2008. At least one scholarship will be awarded at every commissary location with qualified applicants.

Foundation Assists Wounded EOD
The Wounded EOD Warrior Foundation is dedicated to helping wounded explosive ordnance disposal technicians and their families by trying to relieve some of the financial stress involved when a loved one is injured. Once it is confirmed that an EOD technician has been wounded, the foundation provides a no-questions-asked grant for $2,500. The family can apply for additional assistance if needed. The foundation also offers assistance for previously injured EOD technicians during the rehabilitation process. Results of Investigation Released
The Department of Veterans Affairs released the results of two investigations into concerns involving patient care at its Marion, Ill. hospital. VA will begin contacting veterans and families of veterans who are believed to have been harmed by surgical care at the facility within the past two years to review their care with them, and known instances of substandard care will be disclosed. Museum Receives Warfare Drones
Two unmanned aerial vehicles (UAVs) have been donated to the San Diego Air and Space Museum by Naval Special Warfare Command (NSWC) to help educate future generations. Raven UAVs were used throughout the world by SEAL Teams. The Navy is currently replacing the Ravens with the All-Environment Craft Vehicle (AECV), a hand-launched UAV that can land on water, is quieter, has an increased flight time and contains more advanced cameras. VA Travel Reimbursement Increased
Over a million eligible veterans will now see their mileage reimbursement more than double for travel to Department of Veterans Affairs (VA) medical facilities. The 2008 appropriations act provided funding for VA to increase the travel reimbursement rate from 11 cents per mile to 28.5 cents per mile. The increase went into effect on Feb. 1. This is the first increase in the mileage reimbursement in 30 years. VA also increased the deductible amounts applied to certain mileage reimbursements. The new deductibles are $7.77 for a one way trip, $15.54 for a round trip, with a maximum of $46.62 per calendar month. However, these deductibles can be waived if they cause a financial hardship to the veteran.
